Student quarter rubbish 'recipe for disaster' | Otago Daily Times ...

The trail of rubbish left left on the streets by students and landlords in North Dunedin is a ''recipe for disaster'', a senior Dunedin firefighter says.
Senior Station Officer Lindsay Rae, of the Dunedin Central station, said the rubbish left behind by departing students and other tenants in North Dunedin ''becomes too much of a temptation to some of the more unruly members of the area''.
''They can't help setting things on fire, which of course is a total waste of our resources and a danger with regard to setting fire to [buildings] close by,'' Mr Rae said.
Those lighting fires using the discarded rubbish, which included furniture, electronics and bags packed with trash, tended to drag rubbish together to make ''bigger lots'', which was a ''recipe for disaster''.
Council solid waste manager Ian Featherston said the problem arose at the end of the academic year and around New Year, when leases finished.
It was not just students who were responsible for the rubbish strewn on the street.
''Quite a few'' landlords emptied out flats on to the footpath, in the hope the council would clean it up.
''They don't want to pay the tip fee so they leave it on the street.''
With Dunedin having a ''user pays'' rubbish system, it was not the council's responsibility to clear rubbish from the street and in the end it was up to the landlord.
''We give them a chance to clean up and if they don't, we hit them with a $100 fine or, if it's a big mess, a [larger] fine.''
If no-one could be located, it was up to the council to pick up the rubbish, which cost it about $50,000 a year across the whole city.
Rates would ''skyrocket'' if the council had a ''clean streets'' policy.
''It's up to the people who live in the area to take pride in their area and look after the place. They are just like any other resident ... and they should be treated that way.''
Otago Metals Skip Hire worker Allan Johnston said January was a busy time for skip hire companies, as landlords cleared out flats before new tenants arrived.

Shuff created a Hawaiian theme using pineapple-orange filling and decorating the cake with toasted coconut and macadamia nuts. She won a $500 prize. Here is her winning recipe.
Hawaiian Angel Food Cake
Ingredients:
Cake
- 1 cup cake flour
- 1 ½ cups superfine sugar (divided)
- 1 ¾ cups egg whites
- ½ teaspoon cream of tartar
- ½ teaspoon salt
- 1 tablespoon coconut extract
Frosting
- 1 cup Crisco
- ¼ cup butter (½ stick)
- ¼ teaspoon salt
- 4 cups confectioners' sugar
- ¼ cups flour
- 2 tablespoons coconut extract
- 2 egg whites
- ¼ teaspoon cream of tartar
Filling
- ¼ cup cornstarch
- 1 cup sugar
- 3 tablespoons orange juice
- 1 teaspoon grated orange
- ½ cup butter
- 21 ounce can crushed pineapple and juice
Topping
- 2 cups toasted coconut
- ½ cup toasted macadamia nuts (chopped)
Directions:
For the cake, in a medium bowl, sift together flour and ¾ cup of the sugar. Sift three times. In large bowl beat egg whites until foamy on medium speed with hand mixer. Mix cream of tartar and salt together, and add to foamy whites. Add the rest of the sugar (3/4 cup), a tablespoon at a time, beating after each addition until all is incorporated. Beat on high until it forms stiff peaks. Fold in flour mixture, about one-quarter at a time, continue to fold over (don't whip or over-beat). Fold in coconut extract. Spoon batter into 10-inch angel food cake pan (12 cup).
Cut through batter with table knife to get rid of air bubbles. Bake at 375 degrees for 30-35 minutes or until cake tester comes out clean. Remove pan from oven and turn upside down resting on a skinny neck bottle if pan does not have feet. When cake is cooled, run a very thick knife along the edges and middle. Remove from pan. Mix filling ingredients together in sauce pan and cook from 2 minutes. Cool.
Cut cake in 3 layers and place filling between each layer, putting all three layers together. Frost and sprinkle with toasted coconut and macadamia nuts
For the frosting, beat Crisco and butter until creamy. Add rest of ingredients and beat for 4 minutes.
